Personally I think we haven't seen anything yet. It's my guess that Fox will start mass bussing of illegals across the US border. His armed forces are already making weekly armed incursions across the border and firing on US personell.
If this asshole gets really excersized he may even dump the contents of his jails ala Castro across the border.
While I have about zero faith in the Bushies to actually do anything concrete (militarizing the border), they at least are beginning to pay some lip service to the problem.

It's hard to underestimate the ill-feeling the proposal has generated in Mexico, where editorial pages are dominated by cartoons of Uncle Sam putting up walls bearing anti-Mexican messages."
