United Press International - The Washington Times, America's Newspaper: "Muslim terror groups have targeted Europe as 'the domain of war', the EU's counter-terror chief has warned.
'The trend is clear. As was already apparent in the Madrid attacks and the killing of the Dutch film maker Theo van Gogh, Europe has become both a target and a source of terrorism perpetrated in the name of Islam,' Gijs de Vries, the European Union Counter-Terrorism Coordinator said in a speech he delivered earlier this week in Israel to the Institute for Counter-Terrorism's annual conference.
'No longer is Europe only a base of support for attacks carried out elsewhere in the world. European societies have become an integral part of Dar al-Harb - the domain of war,' de Vries said.
'The threat to Europe emanates from Europe-based Islamist networks as well as increasingly from unaffiliated actors: groups and individuals acting independently but sharing a jihadist ideology,' he said.
'The risk of further attacks in Europe -- and on Europeans elsewhere in the world -- is real and will probably remain high for years to come,' de Vries said.
However, de Vries said that European governments had also enjoyed real and lasting success in defusing several major actual and potential terror threats in recent years.
'There has been an unprecedented increase in the level of international co-operation, including at the level of the European Union. Several attacks in Europe have been prevented,' he said. Working closely together France and Spain have been able to deal ETA a major blow. In what appears to be a significant development the IRA has renounced violence.' "
