Schroeder to base vote on deadlock-source - Yahoo! News: "BERLIN (Reuters) - German Chancellor
Gerhard Schroeder will base a parliamentary confidence vote that he wants to lose in order to call new elections on the grounds his government cannot operate effectively, a government source said on Wednesday.

Schroeder wants new elections a year earlier than scheduled to break a political deadlock created by a succession of state election defeats that have put the conservative opposition in government in all but three of Germany's 16 states.

That has given the opposition control of the upper house of parliament, the Bundesrat, enabling it to block large swathes of government legislation.

The source said Schroeder had informed ministers of the decision at a special meeting on Wednesday and had said he would abstain in the vote but he did not explicitly urge ministers to do the same.

Social Democrat parliamentarians are also expected to abstain in the vote on Friday to ensure the government loses."
